(Rare) Some installations have the fabled "Solr core can't save" issue
Why
When you install a new environment (DC+MM), sometimes Solr will act weird - in the sense, that it'll sometimes just flatout deny you access to save a Solr core in its designated place.
This is something that was a big issue on some Azure environments back in the PSI/PSU days. In recent time, this has appeared in one non-Azure site - indicating that it might not be an issue pertaining to (or maybe isn't exclusive to) Azure.
The symptom of this is that, you're not able to save a Solr Core. Then you change your Identity in IIS, and then you have a timespot for an undefined about of time, where you'll be able to save. If it's between 5 minutes or 24 hours I don't know.
